[18] And  the second  came,  saying,  Lord,  pound  hath gained  five  pounds.  [19] And  he said  likewise  Be  thou  also  over  five  cities.

Contextual Meaning

The second servant had also been faithful, but he had only earned a500 percent return on the master"s investment. He did not receive as much commendation as the first servant or as much reward, but his reward was also proportionate to his service. This shows that rewards will vary depending on a servant"s effectiveness.
