[23] And  that  he might make known  the riches  of his  glory  on  the vessels  of mercy,  which  he had afore prepared  unto  glory,  [24] Even  whom  he hath called,  not  of  the Jews  only,  but  also  of  the Gentiles? 

What does Romans 9:23-24 Mean?

Contextual Meaning

Those who believe the gospel are those in whom God will display the riches of His glory, not His wrath.
"Paul teaches that God has brought upon certain people whom he chooses on the basis of nothing but his own will a condition of spiritual stupor, a condition that leads to eternal condemnation." [1]
These vessels include both Jews and Gentiles (cf. Romans 1:16; Romans 2:10-11; Romans 3:22).
