Fallen angels. Two classes of these are mentioned:

The origin of these is nowhere explicitly revealed. They may be identical with the demons.

Verse Meaning

One important instance of Jacob contending with God was when he wrestled with the angel at Peniel and prevailed over him by weeping and pleading with him to bless him ( Genesis 32:22-32). This event was a turning point in Jacob"s life because he finally realized that he could not succeed simply by manipulation and trickery. He recognized His need for God"s help and turned to Him in desperation. It was the occasion of Jacob"s repentance. God had prepared Jacob for this event by allowing him to experience several years of conflict with his uncle Laban (cf. Genesis 35:1-14).
Another significant event in Jacob"s life was when he returned to Bethel, where God had appeared to him in a dream years earlier ( Genesis 28:10-22). This return to Bethel, and the act of worship Jacob performed there, were in obedience to God"s word to him to go there and fulfill his former vow ( Genesis 31:42). This too was an act of submissive obedience and resulted in God changing Jacob"s name to Israel (prince with God) again, blessing him, and renewing the Abrahamic Covenant with him.
It is ironic that the place where Jacob got right with God was Bethel since Bethel was the place where the Israelites had gotten wrong with Him by worshipping idols. Jacob"s return to God at Bethel provided a good example for the Israelites to get right with Him there too.

Context Summary

Hosea 12:1-14 - Turn To God, Not To Selfish Gain
Though Judah still ruled with God, Hosea 11:12, yet there was grave fault in him, and, like Ephraim, which had been engaging the prophet's thought, he also must come under the rod. But throughout this paragraph there lingers the sweet music of the previous chapter, and especially the reminiscence of Israel's early days, when he had power with the Angel and prevailed. The angel-haunted ideals and resolves of Beth-el could not be forgotten. Tears and weakness are the best arguments with God. He yields to us when we are weak; He yields to our despair. The soul that has been shut up to God and then casts itself at His feet can have what it will. Only beware lest after such an interview with the Angel, you deteriorate into a deceitful trafficker, and allow your God-given power to be reduced to making gain.
Notwithstanding all, God was still willing to call His people to the Feast of Tabernacles, the gladdest of all the feasts in the Hebrew year. But even divine love was thwarted by their inveterate sinning. How wonderfully these ancient prophets conceived of the love of God! The spirit of revelation led them to make declarations that the Cross has more than realized! [source]
