Redeemer
Redemption: Kinsman type, summary. The goel, or Kinsman-Redeemer, is a beautiful type of Christ.
(1) The kinsman redemption was of persons, and an inheritance Leviticus 25:48 ; Leviticus 25:25 ; Galatians 4:5 ; Ephesians 1:7 ; Ephesians 1:11 ; Ephesians 1:14
(2) The Redeemer must be a kinsman Leviticus 25:48 ; Leviticus 25:49 ; Ruth 3:12 ; Ruth 3:13 ; Galatians 4:4 ; Hebrews 2:14 ; Hebrews 2:15 .

come to Zion
The time when the "Redeemer shall come to Zion" is fixed, relatively, by Romans 11:23-29 as following the completion of the Gentile Church. That is also the order of the great dispensational passage, Acts 15:14-17 .
In both, the return of the Lord to Zion follows the outcalling of the Church.

Verse Meaning

God would redeem His people, as the next of kin came to save the helpless widow. But it is His people who have turned away from their transgressions that He saves (cf. Romans 11:25-27). They will have given up on their ability to deliver themselves, or to secure deliverance from another source, and will have turned to the Lord (cf. Isaiah 55:6). That is the picture of "Jacob" that Isaiah gave in the preceding verses ( Isaiah 59:9-15 a; cf. Isaiah 58:1; Isaiah 58:14). Repentance in the sense of forsaking sin, apart from faith, is not a condition for deliverance from sin"s penalty, but God only delivers believers from the power of sin who seek Him for deliverance.

Context Summary

Isaiah 59:15-21 - The Divine Arm Brings Redemption
Israel's Savior. The Almighty Lover of souls is described as looking round to see if help were forthcoming from any other quarter; and there being none, He girds Himself for the conflict with the enemies of His people. He dons breastplate and helmet, clothing and cloak, and hastens to deliver, Isaiah 59:17. This is surely a portrait of our Lord Jesus, who stands up to plead the cause and to achieve the redemption of the penitent and believing soul. When, the enemy threatens to pour in like a pent-up stream, look to Jesus to raise the standard against him. Let Him fight your battles! Let the blows that are meant for you be caught on His shield!
All parents and grandparents should ponder the precious promises of Isaiah 59:20-21. As God gives us children, let us place our fingers on this sure word of promise and claim that it shall be literally fulfilled in children and children's children.
